Commissioner Benjamin Hovland

Commissioner, U.S. Election Assistance Commission (EAC)

Benjamin Hovland was nominated by President Donald J. Trump and confirmed by unanimous consent of the United States Senate on January 2, 2019 to serve on the U.S. Election Assistance Commission (EAC). Commissioner Hovland serves as the Designated Federal Officer for the Technical Guidelines Development Committee (TGDC).

Mr. Hovland's 20-year career in elections has been shaped by his commitment to improving election administration and removing barriers to voting. Most recently, he served as Acting Chief Counsel for the U.S. Senate Committee on Rules and Administration, where he was a driving force behind Congress appropriating $380 million in Help America Vote Act funds to enhance election security to the states in 2018. While at the Senate, he focused on the federal government’s role in election administration and campaign finance regulation. He organized several hearings on election security preparations and improving election administration. He was integral to restoring a quorum at the EAC in 2015.

Earlier in his career, as the Deputy General Counsel for the Missouri Secretary of State's office, he focused on legal issues related to the administration of state and federal elections, including recounts, poll worker training, voter registration list maintenance, statewide database matching, voter education resources and ballot initiative litigation. Hovland was part of the team that developed a new voter friendly web portal to help Missourians get registered, update their registration, and find their polling place. He also oversaw the development and implementation of a new voter education program, which alerted Missourians who appeared on the U.S. Postal Services’ national change of address list that they may need to update their voter registration. The program resulted in hundreds of thousands of Missourians registering to vote or updating their registration. He also engaged with Pew Charitable Trust to explore ways to improve voter registration lists, resulting in the Electronic Registration Information Center (ERIC), which is now utilized by over 20 states to make their voter rolls more accurate and reach out to millions of unregistered Americans.

As an attorney for the Fair Elections Legal Network, Hovland’s energies were focused on protecting Americans’ access to the ballot box. Thanks to his efforts, the court struck down a misleading ballot title that may have led to additional barriers to voter participation in Missouri, keeping it off the ballot. In Florida, he litigated to stop efforts to purge voters from the rolls based on inaccurate data matching in the lead up to the election.

Paula Schneider

During his service he deployed to both Iraq and Afghanistan, and earned numerous commendations. Wood left the Marine Corps a Sergeant.

A leading veterans’ advocate, Wood has briefed President Obama on veterans’ issues, met with former Presidents George W. Bush and Bill Clinton to talk about Team Rubicon’s role in veteran transition and disaster response and testified before a Senate committee to improve mental health care services for returning veterans. He has also appeared in the major media, including MSNBC, CNN, NBC, ABC, Al Jazeera, US News & World Report, Forbes, Huffington Post and Fox News and penned an op-ed for The New York Times. Secretary Michael Chertoff

As Secretary of the U.S. Department of Homeland Security from 2005 to 2009, Michael Chertoff led the country in blocking would-be terrorists from crossing our borders or implementing their plans if they were already in the country. Ari Paul co-founded BlockTower Capital in 2017, and began his career in the financial services industry in 2006. Christopher Hahn

Active in the community, Louis serves as Chairman of the Lackawanna County Industrial Development Authority, is a Member of the Lackawanna County Assessment Appeals Board and a Member of the Treatment Court Advocacy Center of Lackawanna County. Lou also finds great gratitude in his service to the local community by being on the committee for a local United States Congressman’s Military Candidate Selection Board.

Edward J. Fortunato

Chief Economist, Exelon Corporation

Edward J. Fortunato is the Chief Economist of Exelon Corporation. As the Chief Economist, he tracks global and domestic economic forces, forecasts future economic trends, and analyzes how these patterns and events impact the company. Over the last seventeen years at Exelon, Edward has managed the proprietary trading book and the short-term analytics group. He has led the implementation of trading strategies in both the proprietary and hedging books and has run the fundamental analysis group. Prior to working at Exelon, Edward served as the Vice President of Natural Gas Trading at Merrill Lynch Global Commodities, and was a Senior Energy Trader at Edison Mission Energy. He originally started out in the oil business, trading oil, natural gas, and other commodities. Edward has an MBA with high honors in finance from Boston University and a BBA from Baruch College. He is an active community member, and has been involved with Catholic Charities and Our Daily Bread Hot Meal Program since 2012. He also currently serves on the Board of Directors for Partners in Excellence Scholarship Program and Marian House, and is the Chair of the Loyola University Maryland’s Data Science/Science Board of Directors. Although a native New Yorker, Ed now lives in historic Ellicott City, Maryland with his wife, Sarah, and dog, Dozer.

Benn Steil

Senior Fellow, Director of International Economics & Historian-in-Residence, Council on Foreign Relations

Benn Steil is senior fellow and director of international economics, as well as the official historian in residence, at the Council on Foreign Relations in New York. He is also the founding editor of International Finance, a scholarly economics journal; lead writer of the Council’s Geo-Graphics economics blog; and creator of five web-based interactives tracking Global Growth, Global Monetary Policy, Global Imbalances, Sovereign Risk, Central Bank Currency Swaps, and China’s Belt and Road Initiative. Prior to his joining the Council in 1999, he was director of the International Economics Programme at the Royal Institute of International Affairs in London. He came to the Institute in 1992 from a Lloyd’s of London Tercentenary Research Fellowship at Nuffield College, Oxford, where he received his MPhil and DPhil (PhD) in economics. He also holds a BSc in economics summa cum laude from the Wharton School of the University of Pennsylvania.

Dr. Steil has written and spoken widely on international finance, monetary policy, financial markets, and economic and diplomatic history. He has testified before the U.S. House, Senate, and CFTC, and is a regular op-ed writer and commentator on CNBC. His most recent book, The Marshall Plan: Dawn of the Cold War, won the New-York Historical Society’s 2019 Barbara and David Zalaznick Prize for best work on American history, won the American Academy of Diplomacy’s 2018 Douglas Dillon Prize, won the Honorable Mention (runner-up) for the 2019 ASEEES Marshall D. Shulman Prize, was shortlisted for the Duff Cooper Prize, and is ranked number 3 among BookAuthority’s Best Diplomacy Books of All Time. Paul Kennedy in the Wall Street Journal called the book “brilliant,” the New York Times called it “trenchant and timely,” the Financial Times called it “elegant in style and impressive in insights,” and the Christian Science Monitor called it a “gripping, complex, and critically important story that is told with clarity and precision.” His previous book, The Battle of Bretton Woods: John Maynard Keynes, Harry Dexter White, and the Making of a New World Order, won the 2013 Spear’s Book Award in Financial History, took third prize in CFR’s 2014 Arthur Ross Book Award competition, was shortlisted for the 2014 Lionel Gelber Prize (“the world’s most important prize for non-fiction,” according to The Economist), and was the top book-of-the-year choice in Bloomberg’s 2013 poll of global policymakers and CEOs.
